To always display 60Hz, change Settings -> Video -> Video Output Format to 1080p60 or 1080i60.
The setting you ask is for people who normally use 50Hz for TV, but want Magic TV to switch to 60Hz automatically when you switch to an external input of MTV7000D or MTV8000D that is fed 60Hz, or a recording of it. When you switch to digital TV it will switch back to 50Hz automatically.

You will benefit from 1080p50 if your TV does not deinterlace the 1080i signal as well as the Magic TV does.
Setting 1080p60 is not good for video quality - you'll notice the horizontal scrolling stock tickers on channel 83 become less smooth. The 60Hz options are primarily only useful to those who use 60Hz-only computer monitors (some support 50Hz, some don't), or very old Japan import TV that did not accept 50Hz.

Look for deinterlace artifact like this
On good TV there may be little difference between p and i for typical TV video much of the time. On low-cost TV that does not do 1080i deinterlacing properly, Magic TV 1080p50 will be significantly better.
