"Temporarily" only, as stated by Microsoft. Once an "updated" driver is available you are forced to install it again.
That KB3073930 can only be used to block the driver install AFTER the driver has been installed. I want to prevent potentially problematic drivers from installing via Windows Update in the first place, or I want to use a particular version of the driver and not updating it without my permission, and Windows 10 does not allow me to do that. Windows 7 and 8.1 will not force such an update on me as I can select to "check for updates only".
That's one of the reasons why I have refused to use Windows 10 so far.
