Never mind. I apparently have found a fix and it is working for now. I rebooted and it is still working so it looks like the problem is solved. It was a registry problem.
Fix: HKEY_CURRENT_USER\SOFTWARE\Classes\Local Settings\Software\Microsoft\Windows\Shell. Delete entire BagMRU and Bags folders.
I will say that you dig around in the registry at your own peril and even though this fix worked for me I cannot guarantee it will work on other machines. Always back up the registry before making changes. If you have a problem with the Control Panel or File Explorer opening it should work.
