近兩天一直開不到 windows live messager 新戶口

近兩天多次嘗試在 winodws live messager 一個新 account，user id 使用一個 email address，但試了兩天一直不成功，均有同一個 error message 如下：

We're unable to complete your request
Windows Live ID is experiencing some technical difficulties while creating your account. To start using Windows Live today, get support now, click here ,choose Windows Live ID and copy paste the code below into the form.

我曾嘗試不同的電腦，也試過不同的 email address 均告失敗，請問各位知不知是何問題呢？

剛再試兩次，出來的 error code 分別是：

Error code: 100 : 0x800482de
Error code: 450 : 0x800482d4

如何解決呢？

這幾天不斷嘗試，發覺好像是 windows live messager 那方面 block 了我的 ip…，可能因為我們全公司的職員也是使用 windows live messager 作為溝通工具的，所以經同一個 ip 去註冊的 msn account 有很多個，不知是否這個原因被 block ！
我試過轉了另一個 gateway 去註冊，居然成功了，但剛註冊了兩個 accunt，又不能成功，所以我覺得是所述的原因。
若是真的，有沒有方法可以解決了。
