Does the user uses default windows driver in Windows 10? There is a problem found on some legacy models and some new models to be it.
I suggest use Intel Driver to check issues.

I don't think driver issue, in fact, I use W10 driver because almost no different.
In 1st post, the CPU usage abnormal high ..... I bet it is not hardware issue.

CPU usage occurs, if you use real-time antivirus checking. Windows Defender is just an example.
However, My case is special because I am using legancy system. While AMD one may be easier to solve because of its nature. Intel is another thing. If your being is not windows 7 supported, then there will be no more chance except Linux or OpenBSD as these distibution is designed for many things which I don't need to mention too much here,I will let you find yourself.
