the requirement of flashing global rom is unlocking the bootloader
you can't use android pay & pass safety net once it was unlocked

what u can do is flashing magisk
google "magisk xda" to search further information

i use "MiFlashSetup" to fix it.

is your phone bought from someone else?
just go 小米之家 and find their technician to help u lock the bootloader back again.
