download GPUZ, and start the log to see if the clock changes while playing games.  around 90W power saving achieved with this mechanism, so why the itch to change

yup, i've done so.

that's why i observe that the clock remains at 157MHz while i was playing Starcraft II .

dump the original bios

then use RBE to change the 157/300 clocks to the default clock, save it to another name, and then flash it back.

risk is if you haven't done it b4, might screw up, so check carefully the procedures( flashed with wrong cmd/ sudden power surge causing stall while flashing etc) . other than that should have no big issues, if you can save the bios, the same tool should flash the bios back to card.

CCC allows to check with OCing, can't change the power saving states i guess. for permanent effects, bios change is needed.

of cos a better thing to do is check the card with the agent, and have it RMAed , save a lot of trouble
