Because the problem is those supply have 2 voltage, but the circuit design only having 1 regulation part, that means the regulation will weight base on 12v/5v loading. So both voltage will change with different loading.

It is circuit issue, unless implement other circuit solution, i.e. regulate 12v output then DC-DC regulate 5v
