    This is not steam gift, they have no rights to restrict it . Just like you buy a Disc version with a code from retail store.
The code I bought from playaisa and active at steam , they classified my purchase as retail (零售).

Don't use any VPN, if the key cannot be added , just open a customer support ticket and ask them(steam) to allow you to activate the game.
