Mine has heatsinks on 2 chips.  But if you go to forum.mikrotik.com, it's very scary to read what happened to a lot of RB450 / RB450G users, capacitor leakage and blown up.  And I do feel the temperature is quite high in the few electrolytic capacitors in the RB450G.  Some users suggest to use a 12V transformer, instead of the 24V from the manuacturer, it might lower the temperature.
