I mean that's the best I can think of without using firewall. Stopping access from Internet and stop exposing the cam is easy, Blocking access from IP Cam to Internet is hard without firewall.
I probably missed the point "而家block internet", so if you can block Internet access I believe that's the best you can do.
Just always think that you never know what your device is doing inside your network...

How did you do the auto switch off? IFTTT + WeMo?

    I am using a big6 brand called Broadlink, I have tested their devices extensively and they seem to be quite reliable. They have a wifi power plug called SPmini which is just like a WeMo. Their android app allows you to configure IFTTT profiles and triggers timer/auto home/auto away actions however not 100% reliable so i added a light to the SPmini so I can tell easily if they are on/off. And also using EdgeOS allows me to block their internet access quite easily.
