Are you going to use your external disk as storage? If so I don't see why you need to resize the partition once you created it.
In Disk Utility you will be able to resize the partition smaller, provided that you are using GPT and you are dealing with Mac partitions. If you use MS-DOS partitions (FAT32 or exFAT if you have Snow Leopard) I don't think you can resize it once you created it.
Exactly what do you want to do with your external hard disk?
