ipad 2 and ipad mini are so old, slow and outdated. right? i think no one disagree with that.
but in fact, there are many enterprises keep using ipad 2 and ipad mini from the year it launched until the iPad 5th gen (2017) being launched in 2017, even without iOS10 update and latest update was already 2016's iOS 9.3.5

that's more than half of a decade ago since launch of 2011's iPad 2. that's the value of iOS tablet and that's the reason why iOS tablet business have been becoming so dead in recent years.
