I had the same problem earlier. You may refer to below reply from ebay customer service.
eBay has buyer activity limits to encourage responsible bidding and buying in order to protect both buyers and sellers from unintentional or malicious “over-buying”.
These limits can be removed in two ways:
1) Verify your identity. Members may be given the opportunity to verify their identity by placing a valid credit card (MasterCard or Visa only at this time) on file, or other options that we may offer in the future. Note: Not all members will be given these options.
2) Receive positive Feedback. Positive Feedback is often a good indicator of a member's likelihood of paying for items they have committed to buy. Members who have received positive Feedback tend to have lower unpaid item rates.
The easiest way to have these buying limits removed is to receive positive feedback from your sellers. Once a transaction is complete, feel free to remind your sellers to leave you feedback.
I eventually verified my identity by following below steps from ebay customer service.
As part of eBay's security efforts, both new and experienced eBay members may be required to take additional verification to trade on eBay.
Here's how to add a new credit card or update the credit card information already on file:
1. Click the "Site Map" link near the bottom of most eBay pages.
2. Scroll down to the "My Selling Account" section in the middle column, and then click the "Place or Update Credit Card on File" link. You may need to sign in.
3. Enter your credit card information on our secure form and click the "Continue" button. If you're adding a new credit card, we'll ask you to let us validate it.

If you want to use this card for automatic payments and you currently pay automatically through PayPal or Direct Pay, select the "Make this credit card my default automatic payment method" check box. (You won't see this option if you already pay automatically by credit card or don't use an automatic payment method. |
