Linux: Qubes-Whonix is the seamless combination of  Qubes OS and Whonix for advanced security and anonymity

VPN: Form OpenVPN with OpenVPN server, e.g VPN server listed on https://www.vpngate.net/en/. However, it is better to connect to own VPN server.

SUID sandboxes: e.g. Firejail with TOR browser with no javascript, ,Flash and JAVA allowed

Strict firewall policies:deny all incoming and also deny outgoing on questionable ports.

MAC protocols: e.g. AppArmor, confines programs according to a set of rules that specify what files a given program can access. This proactive approach helps protect the system against both known and unknown vulnerabilities.

For any user only want to simply form VPN with existing provider. Form VPN to a VPN service company that not in "5 Eyes, 9 Eyes, & 14 Eyes Countries", which also shall have no logging as well. For free: e.g. protonvpn.

同埋用左之後，仲睇唔睇到網上報紙既動新聞?
七百萬香港人，有條件响外地setup server，又同時需要用到咁繁雜加密方式既有幾多個?

I think you have some misunderstanding. Qubes-Whonix is for user who aware for security and anonymity which can be used at home to replace Windows. Not necessary serve for server purpose.

Since Tor will be used, the speed is not high enough for video purpose.

Regarding the vpn server for OpenVPN, if like to host by ownself. You can setup through cloud vps. There are some free vps like Oracle Cloud or EUserv.
