These reasons are weak -

1.     要用電話作犯罪用途，正如現有騙案一樣，可用假身份證/傀儡去登記電話，
- if someone use a fake ID card, it is one more crime he committed.  If someone else (傀儡) registers for the sim card, police can still trace it to him.

建議的實名制根本無法打擊本地罪案，只會令一般市民添煩添亂。更重要的是收到電話騙案電話都是由國外打出的，與香港儲值卡完全無關!  即使用銀行戶口為實名，但不法之徒亦可借用/竊用他人戶口犯案。不法之徒亦能輕易透過手機應用程式冒充他人號碼犯案。所以，以實名制可打擊本地罪案之理由根本完全不能成立！
- If people use local sim cards to in a crime, police can trace it - this is the intention of this new policy.

2.     一旦實施實名制後，市民匿名權就會完全被沒收，無法保障希望以匿名舉報可疑事情，反而無助透過舉報減少罪案發生。
- there are a lot of other means for people to report crimes without revealing themselves, e.g. payphones, email and letters, etc.

3.     反對政府建議容許執法部門，在毋須法庭手令下取得「太空卡」用戶的身份資料。沒有任何監管機制，可監察警方是否合理地在無手令下獲取市民資料作調查用途。引致警權無限擴大。
- the requirements for police to get information of sim card users should be the same as getting those information of other registered mobile or fixed line residential or business no.

4.     申請人交太多資料給電訊商，令市民的個人私隱又多一個途徑洩漏。實名制使電訊商收集及儲存更多個人資料，現時私隱政策亦未能充分保障市民權利，如再次出現早前國泰資料外洩事件，而私隱條例卻沒有規定通報事故要求，令人非常憂慮。

5.     因要處理大量個人資料，令各營辦商 (尤其細規模的MVNO)增加營運成本，不利營運，亦有機會令額外成本轉嫁小市民。
- Keeping a database of sim card user doesn't cost much.

6.     限制個人/公司每營辦商3個登記實屬擾民。 毎人/公司對電訊服務需求不同，電訊商亦提供不同服務，額外的限制只會令市民選擇減少，成本增加。
- If you are against limiting to 3, how many do u need, 5?  Better provide more justifications, e.g. name difference services required for different sim cards.  Frankly, if someone uses so many sim cards to hide his true identity, it seems very suspicious.

7.     諮詢期過短。政策局只提供一個短諮詢期，對香港儲值電話卡市場沒提供詳盡統計數字(何人用? 有多少人用? 受影响人數? 罪案數字?)完全沒有交待清楚，就希望推行新政策 。這是一個差劣的示範，令人對政府施政有懷疑。立法是另有目的。
- If there are a lot of responses from the public, then ask for a longer consultation period (seems not many though).

8.     建議可能會影響市民選擇權利。因為使用量或經濟理由，有市民會以預付卡作家居或流動「上網」用途，不加入流動電訊商的月費計劃或申請固網寬頻計劃。預付卡提供服務用完後，市民或會選用另一張預付卡。市民如要取消原有預付卡的登記，並重新為另一張預付卡登記，手續會相當繁複，損害市民選擇權利。
- Cancelling a service to start another one applies to all utilities, e.g. water, power, broadband and gas, etc.  There doesn't seem to be any problem at all.  "損害市民選擇權利" ??????

Better draft a better letter, otherwise it is just a waste of time.
