Solved and just wanna share my findings.  I don't know why my Ubuntu server has brltty enabled by default, but it locks the ttyUSB0 device and hence usbserial+cp210x kernel modules are not working.

[  321.397969] usb 4-4: cp210x converter now attached to ttyUSB0
[  323.480935] usb 4-4: usbfs: interface 0 claimed by cp210x while 'brltty' sets config #1
[  323.481882] cp210x ttyUSB0: cp210x converter now disconnected from ttyUSB0
[  478.091356] usb 4-4: usbfs: interface 0 claimed by usbserial_generic while 'brltty' sets config #1

root@nas:~# ps -ef|grep brltty
root       815     1  0 14:05 ?        00:00:01 /sbin/brltty -P /var/run/brltty -b sk -d usb:

After killed the brltty daemon and reload kernel modules with proper parameters, it works now.
