From the picture, it seems to be a X3 cap. Can be used to replace X2. However, X3 can only withstand 1.2KV peak voltage while X2 can withstand 2.5KV.

It's not good to use general 250V Metal Film Cap. (2.2 nF) instead of Y2 caps as it may not up to the safty standard. Can cause fire or leakage when it fails.
