Must use AMD CPU, and mATX mb.

No preferences for the mb brand name , power and  RAM brand name.

Is it worth to pay $209 more to get Ryzen 7 instead of Ryzen 5  ?

Also, I am now using AMD Phenom II 1045T.  

When compared with AMD ATHLON 3000G 35W AM4 BOX, how much, approx, will  the athlon runs faster than Phenom II 1045T ?????

Is only for using MS Word / Excel?

If yes, is your computer using SSD i/o HDD?

For my old computer, CPU is E6700 + 8GB RAM + 128GB SSD, it is no problem and very smooth on MS Word & Excel for normal processing.

But I did not have many data / maths need to use Excel for calc.

Moreover, how about your budget and target computer case? It is because there have some cases that only support 2 Rams not 4 Rams. But for mATX main board is having 2 size.

(I have a Jonsbo C2 case, it is only support mATX main board which only have 2 Rams size.)

2700X is a relatively old model than 3500 but offering higher performance.
For word processing, both CPU should be alright.
RGB CPU Fan is included in 2700X, which you may want to consider.
However 2700X is out of stock in many shops, most situation the staffs would offer 3500 instead of 2700X.

Other than CPU, SSD is very important in new system.
It would improve user experience a lot.

I use my two old ssd ! So,  no need to buy ssd and os !

Budget ,  bettet less than 3K !

athlon 3000g
ryzen 3 3200g
ryzen 5 3400g
If you don't have graphic card available, I would suggest buying one of these model.
Low end graphic cards are rare nowadays, a lower-mid end graphic card costs over $1200(GTX1650).
Buying those graphic cards would probably over-budget.
3000g is not good enough with its weak GPU.
3200g would be affordable with acceptable performance.(~$750)
B450 motherboard would be fine. Personally suggest Asrock B450M Steel Legend with all-rounded I/O (~$650)
2x8GB RAM would be better than 1X16GB ram for your reference. Just get the budget one.(~$650)
Most power supply should be fine with at least 80plus bronze, e.g. brands like Antec, FSP, Cooler Master, Super Flower, etc. Just choose the brand you like and ~550W is definitely enough even you upgrade graphic card later. (~550)
Remaining budget is for case, just choose the case you like.
