Because OEM operating systems are configured to the specifications of the motherboard. Unless you used back your old motherboard, then it is a no.

There are "under  the table" ways but this forum do not encourage illegal activates.  Most shops will only do the legal method.  If you can afford the windows 10 box(+50 from OEM version) Just go for it.

請問win10 usb full 版可轉機意思，係咪都要係win10舊機 deactivate 左先，才可以係新機裝返同一隻 win10 ?
但係萬一部win10舊機壞到boot唔起情況，又點可以deactivate而轉安裝係新機呢?

You needed to deactivate one before active another one.
(This is not same as oem)
