If you really have to run a VM on a dual core machine, I hope that you are not doing something serious. Otherwise, it will be a pain in the ass.
It all depend on what you are trying to do. If you just want a VM to test software, then dual core is fine. Running a very light load LAMP (Linux/Apache/My SQL/PHP) stack may be acceptable too.
As soon as you want to run something like Oracle (even the express edition), you will wish you have a better machine.
To run a VM smoothly, you need acceptable amount of free CPU cores (some situation, 1 free core is fine), acceptable amount of memory, and acceptable I/O speed.

And of cause the CPU speed will be important too. Say you are running a VM on a dual core machine, and assign 1 core dedicated to the VM. Then your host and your VM will each get one core. Now it all depends on the CPU speed. Hyper-threading is alright if your VM is not gonna do heavy stuff like it is not gonna run a J2EE/Oracle setup.
