When it prompted for "...Watch TV ? ", select "Yes", the installation will be quite straight forward.

Supports client / server mode viewing mode.
Install server, client, MySQL database etc on the same PC if there is only one PC running both client/server.
Configure the tuner and scan channels at server configuration.
Auto start the "TVService" at Control Panel/Component Services
Need to install and configure Microsoft Loopback network adapter if running MediaPortal in an standalone (No LAN/WAN) environment.

At MediaPortal Configuration > Codec and Renderer>TV Codes, Video Codes
Mpeg Video decoder, select "Broadcom Video Decoder"
H.264. Video decoder, select "Broadcom Video Decoder"
At MediaPortal Configuration > Codec and Renderer>Video Renderer
For me,  I selected "VMR9".

Run MediaPortal to view TV

Finally enabled Low speed Netbook to 硬解 watch Digital TV (Even H.264 channels ) smoothly..
